  The HR Specialist – Workforce Planning & Mobilization supports operations by coordinating workforce planning, personnel mobilization, and project staffing logistics across international projects. This role works closely with Operations leadership to ensure timely mobilization of employees and independent contractors to project locations while maintaining compliance with client requirements, immigration regulations, and internal HR processes. The Specialist coordinates work permits, relocation logistics, workforce tracking, and time & attendance monitoring for project personnel worldwide, and ensures accurate workforce data is maintained to support payroll processing and operational reporting.

Responsibilities

  • Coordinate workforce planning and staffing requirements for global projects in collaboration with Operations leadership. 
  • Track personnel assignments across all CRTS projects, including employees, independent contractors, and temporary personnel (agency hires or rentals). 
  • Coordinate mobilization and demobilization of personnel for project assignments worldwide. 
  • Maintain accurate records of project staffing levels and workforce availability. 
  • Support project teams to ensure appropriate workforce coverage based on project schedules and operational needs. 
  • Prepare and coordinate documentation required for work permits, visas, and client specific onboarding requirements. 
  • Liaise with the Government Relations Officer to process immigration documentation and maintain compliance with host country regulations. 
  • Track visa status, work permit validity, and renewal timelines for project personnel. 
  • Coordinate international assignments, relocation logistics, and travel documentation for employees and contractors assigned to globalprojects. 
  • Support administration of the company’s time & attendance system for project personnel. 
  • Ensure employees and contractors are configured correctly in the system with accurate project assignments and locations. 
  • Monitor timesheet submissions and follow up with Operations to ensure timely completion. 
  • Maintain manual timesheet tracking for offshore or remote project locations where system access is limited. 
  • Coordinate with Finance and HR leadership to support payroll preparation for employees and independent contractors. 
  • Review and validate timesheet data prior to payroll processing. 
  • Reconcile timesheet records across system-generated reports and manual submissions when required. 
  • Assist with payroll documentation and reporting as needed. 
  • Maintain accurate workforce records within HR and payroll systems, including 
  • Ensure data accuracy related to personnel mobilization and project assignments. 
  • Support troubleshooting and resolution of system issues impacting workforce 
  • Maintain accurate headcount tracking for all project personnel including employees, contractors, and temporary staff. 
  • Provide regular workforce updates and staffing reports to HR leadership and Operations. 
  • Assist in preparing workforce data for internal reporting, operational reviews and client reporting when required.

Must Have

  • Bachelor’s degree in Human Resources, Business Administration, or a related field is required. 
  • Minimum 5–7 years’ experience in HR operations, workforce coordination, or project staffing environments. 
  • Experience supporting project-based industries such as engineering, oil & gas, 
  • Familiarity with visa processing, international assignments, and workforce mobilization is highly desirable. 
  • Experience working with HRIS, payroll systems, and time & attendance platforms. 
  • Strong organizational and coordination skills with the ability to manage multiple priorities simultaneously. 
  • Excellent communication and collaboration skills when working with crossfunctional teams and operations leadership. 
  • Ability to work effectively in a dynamic, multicultural, and fast-paced global environment. 
  • Fluency in English is required; knowledge of Arabic is an asset.
